Why do you need a ration card? Presumably not for getting subsidized rations...

If you need an address proof, there are several alternatives that are easier to obtain -- such as a bank statement, landline phone bill, electricity bill, voter ID, etc. I'd wager that even a passport is easier to obtain these days than a ration card!

Step1 : Conatact near "TALATI OFFICE" and get relation card related form from there. Also ask them the address of the civil supplier office (from where u will also get 1 form)

Step2: Contact civil supplier office and get required form. They will also provide you list of documents required for ration card.

Generally for the rented person required documents are (PLZ CONFIRM ONCE AGAIN FROM THE OFFICE) 1. Address Proof (Eelectricity Bill + Pune House Tax Paid slip) 2. Contract with Landlord 3. Last month pay slip 4. If new married than Marriage Certificate 5. If shifted from another city than cancellation receipt from old city ration card.

Step3: Filled the form given by Civil Supplier Officer and TALATI Office and give it to TALATI Officer with required document list given by Civil officer. They will check and return back u approval from them form with given ur document.

Step4: Present all the required form with document to Civil Office with 5 Rs. stamp and get signature from the civil officer.

Step5: Within 1 month, from TALATI Office, officer will visit ur place for vaification (if officer will not come within 1 month contact TALATI Office first). At the time of varification they will provide date (Days-Approx. 12 days) to collect the ration card from the Civil Supplier Office.

To get Ration card, u need to visit Talati office two times and Civil Office 3 times.
