Are there any botanical gardens in Pune where photography (macro, flora) is permitted? I am aware of the Empress Botanical Gardens in Camp but not whether photography is allowed there.

Please also provide any helpful information regarding whom to approach for permission to photograph, contact nos. etc.

The Pune University is a good place for photography -- again no restrictions.
They have quite a variety on flora.

Besides that, there are a few other places to check,

  • Okayama park, Pu La Deshpande park
been here; its well maintained, but I am not sure if you will find your photographic interests there.
  • Fergusson College campus -- but, I have never seen this
  • Ghadge Farms -- a resort at at the foot hills of Sinhagad Fort
    never been here either

okayama garden is an awesome place to photograph. In addition to a tiny waterfall, variety of plants and flowers, one also finds lot of birds. The Pune based Flickr group Photographers @ Pune has held multiple shoots there.

I have not heard of any restrictions on photography at the Empress Gardens.
Have also carried a camera in during the annual flower shows and there was no trouble.
