A few alternatives, but you may need to find partners to play:

Join the Balewadi stadium. I think they charge Rs 500 per month. Artificial surface, 6 courts.
NCL (Pashan) allows people to use the 4 clay courts. Up to last year (2009) the charges were Rs 100 per usage (normally 1 hr I think)
CFPR Pashan (Center for Police Research) allows usage of their 3 clay courts. Not sure of either the charges or the timings allowed. Weekend mornings are definitely open.
