A question that will have a lot of subjective answers. IMO, the best I've eaten so far is at Kalyan Bhel. The location which I've eaten at is in Hadapsar. Check out the map at http://bit.ly/g2mNhJ. In there, look for the map position saying Kale & Shinde Associates; that's where it is.

PS: If you are eating here, do not forget to eat a malai kulfi at the adjacent shop. It's superb!
