This is a very subjetive question and possibly very difficult to answer. There are probably hundreds, if not thousands of such organizations and each of them could be best in the eyes of their clients. Screen prospective developers for things such as #of employees, years in business, client referrals, technology skillset, rates, previous work samples, quantifiable results, etc. Any legit biz will give you all these answers without complaining.
