How do I get a stall on a footpath?

I have seen our footpaths being taken over by stalls - many of which have a PMC license number. I have identified some key spots in Koregaon Park where the footpaths are vacant. Especially there's one which is right next to a drain where I can source water from or wash utensils if needed. There is an un-official garbage dump nearby so this makes for a perfect spot to setup business. So how do I go about getting a license? Or should I just put my "gaadi" there first and figure out things as they come?

Thanks Sushrut for those valuable tips. On a serious note - these stalls are becoming an eye-sore. Try taking a walk in the morning along any of the streets where these stalls have dished out their offerings the night before and you can smell what was on the menu. Plastic cups, paper plates, food crumbs, ... which hygiene law permits this? cant we have our footpaths back?

Best is to just start and figure out things as you go by.

Some things you should be careful about -

Keep two separate Gallas (cash-box), one which may contain more money other lesser money. If cops or other PMC officials come calling the one with less money should be opened so you can bargain better.
You will have to pay to traffic police, normal police, nagarsevak, PMC official and Stall-wallas union leader to get through the licensing. After that you have to pay subscription based bribes for security cover.
Make sure all of your stuff can be packed in warning of 5 mins or less. If some inspection or something similar is happening you will need to pack off stuff with in that time.
Always keep bail money on you.
