Does anyone know a public library or a open library (I think university libraries are not open) which would stock books on varied topics (most likely to pick western philosophy or political thinkers like hegel, machiavelli)

British Library has various annual membership options for individuals and families. You can rent out books for a month, and also renew them via phone/online. They also have a big DVD and childrens books collection. I have been a member 20 years back, and again for 2 years on my return from the US and will strongly vouch for it. For Rs 2600, I get the ability to rent 8 books/DVDs at a time.

This is not known to many, but the Ambedkar Museum on Senapati Bapat Road also has a library with very reasonable membership charges.(Rs 300 per year?)Most of their books are in Marathi but there are some 200-300 high quality books as well. Gokhale Institute of politics & Economics has a high quality library and their membership fee is reasonable as well(700 per year+deposit of Rs750 per book for maximum 2 books). One can borrow books only during weekdays though. See link for online catalogue.

For History buffs, Bharat Itihas Sansodhak Mandal near Bharat Natya Mandir has a very rich collection and the membership fee is Rs 25 per month. Bhandarkar Oriental Research Institutealso has a limited collection on history. NFAI's library on Law College Road is open on weekdays and has mostly Cinema related books and Magazines(including old copies). I hear they have recently started a visiting fee of Rs 25. As PuneTech Readers know well, Venture Center at NCL has a very good budding Library. Then there are some online libraries one can look up that have been recently started. They mostly stock bestsellers for good RoI. Hope we get a reincarnation of Mr carnegie in India soon.
